The Personal Transatmospheric Vehicle is a prototype that created was as part of President Reagan's Star Wars project. The balloons on the unit will continue to expand until it reaches the edge of the atmosphere then it will explode. Roxy Morton uses the Personal Transatmospheric Vehicle to destroy one of Richmond Valentine’s satellites an in attempt to prevent the events of V-Day.
