The future Tsar grew up as the cousin of King George V and Kaiser Wilhelm II, who he was related to through his grandmother, Queen Victoria. A flashback sequence shows them playing at soldiers when they were children, with the Kaiser cheating and knocking soldiers off the board before fighting with the others.
In 1914, an agent of the Flock named Gavrilo Princip assassinates Franz Ferdinand of Austria. The Kaiser is then manipulated by his adviser Erik Jan Hanussen into declaring war on his cousin Nicholas, with Hanussen playing on his insecurities about his withered arm and how his cousins used to mock him about it. The Kaiser agrees, starting World War I as England goes to Russia's defence.
As Russia is forced to withdraw from the war thanks to Flock agent Vladimir Lenin overthrowing the Tsar, the Kaiser realizes that America may enter the war thanks to his use of submarine warfare in their waters. Hanussen convinces the Kaiser to ally with Mexico and ask them to invade America, sending the Zimmerman Telegram to Mexico. It is intercepted by an early form of the Kingsman organization, who give it to the Americans. America initially refuses to join regardless thanks to the intervention of a Flock agent named Mata Hari.
